
Designed by LEVER, the Williams & Russell Project is a redevelopment of a 1.7-acre site at North Russell Street and North Williams Avenue in Portland, Oregon. The project aims to transform a long-vacant lot into housing, commercial space, and community resources. A groundbreaking ceremony was held on February 28, 2025, marking the beginning of construction.
The development will include 85 affordable housing units, 20 townhomes, and a 30,000-square-foot business hub designed to support local entrepreneurs and workforce development. LEVER’s design integrates a plaza and central garden, planned by Walter J. Hood, to create accessible public spaces within the project.
The site has historical significance as part of Portland’s historically Black Albina neighborhood. Decades of urban renewal displaced many residents, leaving the land vacant for over 50 years. This redevelopment seeks to restore community presence through equitable housing and economic opportunities.
The project is led by Williams & Russell CDC in collaboration with Adre, which serves as the commercial development partner. Other project partners include Portland Community Reinvestment Initiatives, the Portland Housing Bureau, and Prosper Portland. LEVER serves as the architect, with Colas Construction as the general contractor. Completion is expected by early 2028.
